When you are looking for work, send resumes to head hunters, recruiters, or hiring managers. A cover letter is helpful only if there is a requirement to submit one. Tailor the resume to the position you want. A very good tailored resume will help you land an interview faster. List the experiences in the job and if there is anything lacking, use education to fill the void. Only apply to places you think you qualify for.
